The ANSI A14.2 portable metal ladder safety requirements, published in the current edition as ANSI/ALI A14.2-2017, govern how aluminum, steel, and other metal portable ladders are designed, built, tested, labeled, and maintained in the United States. The standard is voluntary. In practice it isn’t optional at work, because its requirements line up closely with OSHA’s enforceable rules for general industry and construction, and a ladder that fails the standard usually fails the regulations too.1American Ladder Institute. Which Ladders Are Covered
A14.2 covers portable ladders made of metal: stepladders, single ladders, extension ladders, trestle ladders, platform ladders, articulating ladders, sectional ladders, combination ladders, and step stools.1American Ladder Institute. ANSI/ALI A14.2 Portable Metal Ladders
It does not cover ladders used in mines, fire services, mobile equipment, hoisting equipment, antenna towers, transmission towers, utility poles, or chimneys.1American Ladder Institute. ANSI/ALI A14.2 Portable Metal Ladders Fixed ladders attached to buildings fall outside its scope, as do wood and fiberglass ladders, which are handled by separate ANSI standards.
Duty Ratings and Maximum Load
Every ladder under the standard carries one of five duty ratings. The rating is the total weight the ladder can safely handle: the person on it plus everything they are carrying.1American Ladder Institute. ANSI/ALI A14.2 Portable Metal Ladders
- Type IAA, Special Duty: 375 pounds
- Type IA, Extra Heavy-Duty: 300 pounds
- Type I, Heavy-Duty: 250 pounds
- Type II, Medium-Duty: 225 pounds
- Type III, Light-Duty: 200 pounds
A 210-pound worker on a Type III ladder is already over the limit before picking up a tool. Add a bucket or a bundle of materials and the margin disappears. The safer choice is to work one tier above the number you think you need.
Construction Requirements
The standard sets physical requirements so that any compliant metal ladder behaves predictably in use. Rung spacing on portable ladders runs between 10 and 14 inches on centers, with 12 inches the most common nominal spacing.2eCFR. 29 CFR 1926.1053 – Ladders Side rails have a minimum width for lateral stability, and the metal in rails and rungs has to meet a minimum thickness so the ladder resists bending and fatigue.
Every portable metal ladder needs slip-resistant feet at the base and rungs treated to reduce slipping, whether by knurling, dimpling, corrugation, or a skid-resistant coating. Extension ladders need automatic locks that engage under load. Stepladders need spreaders or locking devices that hold the front and back sections open during use.3Occupational Safety and Health Administration. 1910.23 – Ladders Sharp edges, burrs, and rough surfaces have to be eliminated so a user’s hands aren’t cut during normal climbing.
Testing Behind the Rating
A duty rating isn’t a manufacturer’s opinion. Before a design earns compliance, it has to survive a series of tests. The static load test loads most portable ladders to four times their maximum intended load; extra heavy-duty Type IA ladders are tested at 3.3 times rated capacity.2eCFR. 29 CFR 1926.1053 – Ladders The racking test measures resistance to twisting under the lateral forces a ladder sees on uneven ground or when leaned at an angle. A side-rail cantilever bending test checks that off-center loads don’t collapse the ladder sideways. Hardware testing puts rivets, bolts, hinges, and locking mechanisms through repeated use cycles, with extension ladder locks required to engage reliably after thousands of operations.
Labels and the Electrical Warning
Every ladder covered by A14.2 has to carry permanent labels showing the manufacturer’s name, the production date, and the duty rating. The label material has to resist fading, peeling, and weather so the information stays legible years later.1American Ladder Institute. ANSI/ALI A14.2 Portable Metal Ladders A color-coding system lets a user identify the duty rating at a glance, and labels sit on the outside of the side rails where rungs don’t cover them. A ladder with missing or illegible duty markings is out of compliance.
Metal ladders also have to carry a specific electrical hazard warning. Because metal conducts electricity, the standard requires a label warning users not to let the ladder contact live wires, and OSHA independently requires the same conductivity warning on all metal ladders.
How This Connects to OSHA
OSHA does not adopt ANSI A14.2 by reference, but its portable ladder rules in 29 CFR 1910.23 for general industry and 29 CFR 1926.1053 for construction mirror the same substance. A workplace ladder that fails the standard usually fails the regulations.
Under the general industry rule, employers have to ensure that portable metal ladders have slip-resistant rungs, that stepladders have working spreaders, and that no ladder is loaded past its maximum intended load, which includes the worker plus every tool and material. Ladders can only be used on stable, level surfaces unless secured. No one moves a ladder while a person is on it. The top cap and top step of a stepladder are not steps.3Occupational Safety and Health Administration. 1910.23 – Ladders The construction rule adds that a portable ladder used to reach an upper landing must extend at least 3 feet above that surface, and it carries the same 4x and 3.3x load-test criteria that originated as ANSI testing.2eCFR. 29 CFR 1926.1053 – Ladders
Inspection, Damage, and Repair
Portable ladders have to be inspected before each work shift and any time something happens that could affect their safety. A ladder with broken or missing rungs, cracked side rails, corrosion, or any other structural defect has to be tagged “Dangerous: Do Not Use” and pulled from service immediately.3Occupational Safety and Health Administration. 1910.23 – Ladders OSHA’s shipyard rule is more direct: any ladder with broken rungs, missing steps, or split rails must be withdrawn from service.4Occupational Safety and Health Administration. 1915.72 – Ladders
Repairs have to restore the ladder to a condition meeting its original design specifications before it goes back into use.2eCFR. 29 CFR 1926.1053 – Ladders Most field repairs on metal ladders don’t clear that bar. Welding a cracked aluminum rail changes the metal’s temper and rarely returns it to factory strength. With a structurally damaged metal ladder, replacement is almost always the correct call.
Consumer Ladders and the CPSC
Metal ladders sold to consumers fall under the Consumer Product Safety Commission. The CPSC does not enforce A14.2 directly, but a manufacturer who learns that a product fails to meet structural or safety requirements has a legal duty to report the defect. Knowing failure to report can trigger civil penalties of up to $100,000 per violation, with a cap of $15,000,000 for a related series of violations, both subject to periodic inflation adjustments.5Office of the Law Revision Counsel. 15 USC 2069 – Civil Penalties The CPSC can also order a recall when a specific model presents an unreasonable risk of injury, and a ladder marketed as meeting A14.2 that fails the standard’s testing or construction requirements is a candidate for both.
