This permit allows an applicant to practice operating a Commercial Motor Vehicle (CMV) under supervision. The CLP serves as a transitional document before a driver can take the skills test, and the process is managed by the Georgia Department of Driver Services (DDS).
Meeting the Basic Eligibility Requirements
Applicants must meet several fundamental prerequisites before visiting a DDS center. You must be a resident of Georgia and hold a valid, non-commercial driver’s license. You must be at least 18 years old to apply for a CLP for intrastate (within Georgia) driving.
The minimum age requirement increases to 21 years old to drive interstate, transport passengers, or haul hazardous materials. Applicants must also meet federal medical standards set by the Federal Motor Carrier Safety Administration (FMCSA). This involves undergoing a physical examination by a certified medical examiner listed on the National Registry.
Upon successful completion, the driver receives a Medical Examiner’s Certificate (Form MCSA-5876). This certification must be on file with the DDS, which determines if the applicant is medically qualified to operate a commercial vehicle.
Fulfilling the Mandatory Entry-Level Driver Training
The Entry-Level Driver Training (ELDT) mandate must be completed before an applicant can take the CLP knowledge tests. This federal requirement ensures standardized instruction for all new drivers seeking a Class A or Class B CDL. The ELDT curriculum covers both theory and behind-the-wheel instruction, but only the theory portion is a prerequisite for the CLP knowledge test.
The training must be provided by an entity listed on the FMCSA’s Training Provider Registry (TPR). This registry confirms the provider meets all federal curriculum requirements. Once the theory portion is finished, the provider electronically submits the certification to the TPR for DDS verification. Completing ELDT is necessary for any first-time CDL applicant, those upgrading an existing CDL, or those adding certain endorsements.
Assembling Required Documents and Applying in Georgia
After confirming eligibility and completing the ELDT theory training, assemble the required documents for the DDS center visit. You must bring proof of identity, such as a birth certificate or passport, along with your valid non-commercial Georgia driver’s license. The DDS also requires two different documents to prove current Georgia residency.

Preparing for the Commercial Knowledge Tests

General Knowledge Test
The General Knowledge Test is mandatory for all applicants seeking any class of CLP. This exam covers foundational topics like safe driving practices, vehicle control, traffic laws specific to commercial vehicles, and federal regulations. It serves as the baseline assessment of a driver’s understanding of commercial motor vehicle operation.
Air Brakes Test
Any applicant planning to operate a commercial vehicle equipped with air brakes must pass the Air Brakes Test. This test focuses on the mechanics of air brake systems, including proper inspection and usage in various conditions.
Combination Vehicles Test
Drivers applying for a Class A CLP must complete the Combination Vehicles Test, as this class permits the operation of combination vehicles. This exam assesses knowledge regarding coupling and uncoupling procedures and inspecting combination vehicle air brakes. It also covers specific dangers associated with driving long, heavy vehicles, such as the “crack-the-whip” effect.
Endorsement Tests
Specific endorsements are necessary for transporting specialized cargo or passengers, and some require a knowledge test before the CLP is issued. The Passenger (P) and Tanker (N) endorsements require passing a specific knowledge test. Hazardous Materials (H) also requires a knowledge test, plus a background check and Transportation Security Administration (TSA) clearance.
Understanding Your Permit’s Validity and Restrictions (CLP)
Once all required knowledge tests are passed, the DDS issues the Commercial Learner’s Permit, valid for up to 365 days in Georgia. The CLP permits the holder to operate a Commercial Motor Vehicle only under specific restrictions.
